Dispensaries
Puerto Rico’s Department of Health – Office of Cannabis has a roster of licensed cannabis businesses on the island. This is located under Publicaciones – Directorio de Establecimientos con Licencia. As of August 2021, there were 216 licensed dispensaries throughout the island.

Puerto Rico has addressed cannabis banking in its latest draft bill – P.del S. 421. This bill was filed by Senate President Jose Dalmau Santiago and Senator Ramon Ruiz Nieves after a proposal from the Cannabis and Hemp Committee of the Puerto Rico Chamber of Commerce was presented to the Senate of Puerto Rico to address the lack of banking services for the cannabis industry on the island. The measure seeks to expand and strengthen the services provided by the Economic Development Bank for Puerto Rico to individuals and corporations, through the establishment of deposit accounts, services and banking support for emerging industries, including cannabis businesses.

Patients and authorized caregivers may purchase up to 28 grams (1 ounce) of medicinal cannabis per day. Medicinal cannabis includes:
- 28 grams of flower
- Equivalent of 8 grams of concentrate.
- Equivalent of 800 milligrams of edibles.
Patients and their assigned caregivers (“acompañantes autorizados”) may possess up to a maximum of 30 days worth of medicinal cannabis. Patients and caregivers must be 21 years or older. Patients under the age of 21 must be accompanied by their registered caregiver.

Home cultivation is not permitted.
Medical establishments may sell, dispense or transport cannabis between the hours of 6:00am to 10:00pm, Monday through Sunday.

As of April 21, 2022, Puerto Rico has put a 120 day halt on license issuance (except for cultivation and manufacturing facilities) in order to carry out a market study of the medical marijuana industry on the island.
