  • According to the 2021 Citizen Centric Report, there are 2 Marijuana Producer Class I Licenses, 1 Marijuana Producer Class III License, 3 Marijuana Retailer Licenses and 1 Class II Marijuana Lounge License. Saipan Select is the first business to hold a Cannabis Producer Class III and Retailer license.

  • All applicants must have had continued CNMI residency for 10 years, unless they left the Northern Marianas for military service or educational training.

Adults must be 21 years or older to purchase marijuana.

The purchase limits for a one time transaction are up to:

  • 1 ounce of usable marijuana to recreational consumers;
  • 16 ounces of cannabinoid product in solid form;
  • 72 ounces of cannabinoid product in liquid form;
  • 5 grams of cannabinoid extracts or concentrates;
  • 10 marijuana seeds;
  • 6 immature marijuana plants

Homegrow is allowed. Any individual producing, processing, keeping, or storing marijuana at their household or cultivation site for non-commercial purposes must first register to receive a Homegrown Marijuana Registry Card issued by the Commission.

  • Individuals registered under the Homegrown Marijuana Registry may:
    • Produce, process, keep or store homegrown marijuana at a household for non-commercial purposes by one or more persons 21 years of age or older, if:
      • The total of homegrown marijuana at the household or cultivation site does not exceed six (6) mature marijuana plants and no more than twelve (12) immature plants at any time.
      • The total amount of usable marijuana at the household or cultivation site does not exceed eight (8) ounces of usable marijuana at any time.

Patients and caregivers may purchase:

  • 1 ounce of usable marijuana to recreational consumers;
  • 16 ounces of a cannabinoid product in solid form;
  • 72 ounces of a cannabinoid product in liquid form;
  • 5 gram of cannabinoid extracts or concentrates;
  • 10 marijuana seeds;
  • 6 immature marijuana plants

Caregivers must be 21. Patients of any age may use marijuana if they have at least one qualifying medical condition and a doctor’s recommendation. Patients do not have to be registered but must be registered with the Homegrown Marijuana Registry should they choose to grow their own plants.

Homegrow is allowed. Any individual producing, processing, keeping, or storing marijuana at their household or cultivation site for non-commercial purposes must first register to receive a Homegrown Marijuana Registry Card issued by the Commission.

  • Individuals registered under the Homegrown Marijuana Registry may:
    • Produce, process, keep or store homegrown marijuana at a household for non-commercial purposes by one or more persons 21 years of age or older, if:
      • The total of homegrown marijuana at the household or cultivation site does not exceed six (6) mature marijuana plants and no more than twelve (12) immature plants at any time.
      • The total amount of usable marijuana at the household or cultivation site does not exceed eight (8) ounces of usable marijuana at any time.
    • Produce, process, keep or store homegrown marijuana at a household for noncommercial purposes by a medical marijuana patient or the patient’s caregiver who may exceed the six (6) mature marijuana plant limit but not more than twelve (12) mature plants and twenty four (24) immature plants should the patient’s physician deem it necessary and practical for the effective treatment of the medical marijuana patient; provided that any additional marijuana produced by the person’s marijuana plants in excess of one (1) ounce of marijuana or eight (8) ounces of useable marijuana must remain in the same secure location where the marijuana was cultivated or secured at a person’s household and such person holds a homegrown marijuana registry card issued by the Commission, and a document with a physician statement recommending the use of marijuana for medicinal use showing the name of the patient or the caregiver.
